Fix parameters checks in various definitions:

* `freeradius::client`:
  * `nastype` and `proto` are optional parameters
  * `attributes` could also be a hash or a string
* `freeradius::listen`:
  * `interface` parameter is optional
* `freeradius::home_server_pool`:
  * `home_server` parameter could be an array of strings too
* `freeradius::sql`:
  * pool_connect_timeout default value must be a float, not a string
* `freeradius::huntgroup`
  * Parameter `order` is used in `concat::fragment` which accepts
  strings or integer

Add type validation to all parameters

Create ippool files in freerad::module::ippool

When defining an `freerad::module::ippool` this declaration also create
needed files

Two fixes

Fix users template permits the users array to contain either Hashes or Strings but the files module users parameter definition specifies it can only contain Hashes

Fix mismatch between tls_verify_client parameter in the eap module manifest and tls_client in the eap template
