Create ippool files in freerad::module::ippool

When defining an `freerad::module::ippool` this declaration also create
needed files

Two fixes

Fix users template permits the users array to contain either Hashes or Strings but the files module users parameter definition specifies it can only contain Hashes

Fix mismatch between tls_verify_client parameter in the eap module manifest and tls_client in the eap template

Fix for client iptables rules being repeatedly added by subsequent Puppet runs

Removed hypens from firewall resources within client.pp to stop iptables rules being repeatedly added by subequent Puppet runs

module file notifies service, not only symlink

Next version of Debian is 10

Still in testing (but frozen), on Debian Buster actually the fact 'operatingsystemmajrelease' resolves to 'buster/sid'
