Cosmetic problems in Listmaster Admin menu

Creating a list as copy does not copy all configuration (template files etc.) (#1290)

  --change_user_email  => user move
  --health_check       => check
  --instantiate_family => instantiate
  --sync_include       => include

Note: Some platforms (e.g. macOS with Perl < 5.32) miss or simply don't
implement futimes system call so that calling utime() on filehandle may
crash.

fix: create a list as copy from existing list does not copy *.mime template files and template folders

  --add_list & --create_list                  => create
  --close_family, --close_list & --purge_list => close
  --copy_list & --rename_list                 => move
  --dump_users                                => dump
  --modify_list                               => update
  --open_list                                 => open
  --restore_users                             => restore

More fix for #1251

And sympa.pl needs configure options for it
