[bug] If list_check_smtp is disabled, a list can be renamed or copied to the list with system address, <sympa@domain> or <listmaster@domain>.

This also fixes following bug:

[bug] digest spool was not renamed when list was renamed.

WWSympa: new request handler move_list (formerly copy_list and rename_list) to be integrated to Sympa::Request framework.

WWSympa: decl_add & decl_del (formerly ignoresub & ignoresig) are integrated to Sympa::Request framework.
