[feature] wwsympa/compose_mail: When "use_html_editor" is on, user can toggle HTML editor, and sent message has "text/html" content-type when it is enabled.

New robot parameters: "html_editor_hide" and "html_editor_show", javascript code to disable and to re-enable editor feature.  If any of these two was empty, HTML editor cannot be disabled.

[dev] Added names of days & months to translation catalog.  They are used by MHonArc and javaScript microcal, and gettext_strftime() in case that appropriate machine locale is not installed.
Information were taken from glibc locale data.
